  • JPA-flores is a community-based NGO in Maumere, on the island of Flores, Indonesia with a vision of a strong and fair economy in Flores founded upon ingenuity, self-reliance through co-operation and the wealth of natural resources.

    JPA-Flores adalah LSM di Maumere, Flores, dengan visi 'Ekonomi Flores yang adil dan kuat berlandaskan kecerdasan, kerjasama mandiri dan kekayaan sumber daya alam.'

    This site describes the steps the NGO is taking to achieve its goals, and how you can help by buying FAIRTRADE products and by making a donation to our appeal for funds.

Project Framework (April 2006)

People benefiting from the project include:

  • Members of both rural and urban cooperatives (koperasi) and community groups (kelompok)
  • Unemployed and underemployed adults
  • Socially isolated groups (disabled people, unemployed youth, widows etc.)
  • Potential entrepreneurs

Objective 1: Effective cooperatives and community groups that are active, profitable and sustainable participants in the marketplace Outputs (1)

Co-operatives have:

  • robust management systems
  • of working together and mutual trust
  • access to timely and relevant market information
  • understanding of market needs and how to meet them
  • clear commitment to eliminating corruption, collusion and nepotism

Activities (1)

  • Identify suitable group(s) to work with
  • Organisational development through identifying attitudes, aspirations, identity, vision and mission
  • Facilitate group through SWOT process
  • Facilitate group through market analysis, customer needs analysis and product development process
  • Development of management systems and structures (SOP, action planning, HR management etc.)
  • Identify gaps in technical capacity and help group find assistance
  • Identify resource needs and match group with potential sources
  • Identify information needs and formulate systems to fulfil them

Objective 2:

A profitable and dynamic micro and small business sector in Flores Outputs (2)

Entrepreneurs have:

  • Clear ideas about market opportunities and competition
  • Access to timely and relevant market information
  • Robust management systems
  • Access to help, advice and encouragement
  • Access to investment capital
  • Open and honest relationship with relevant government agencies that regulate, tax and assist their business

Activities (2)

  • Identify suitable candidate(s)
  • Personal motivation development through identifying attitudes, aspirations, identity, vision and mission
  • Facilitate candidate through SWOT process
  • Facilitate market analysis (including competitor review), customer needs analysis and product development process
  • Develop appropriate management systems and structures (especially financial systems, e.g. forecasts, budgets etc.)
  • Identify gaps in technical capacity and help group find assistance
  • Identify resource needs and match group with potential sources
  • Identify information needs and formulate systems to fulfil them
  • Create forums of successful businesspeople that can be used for advice and support of candidates

Objective 3

Economic development is stimulated through planned interventions that compensate for current failings in the market system Outputs (3)

Projects are initiated that:

  • Include marginalized groups and unemployed people in economically productive activities
  • Improve technical skills and instil ‘sense of business’.
  • Supply products the demand for which is unmet by the current marketplace in Flores
  • Through providing employment encourage young people to take responsibility for themselves and others
  • Develop alternatives to products that are currently imported to the island
  • Develop export markets for Flores produce

Activities (3)

  • Identify suitable fields of intervention
  • Build networks with government departments, local NGOs and foreign NGOs
  • Research relevant success stories from projects both within and outside Indonesia
  • Develop business plan for suitable pilot project, including risk analysis
  • Negotiate financing package that combines locally mobilised resources with project funding from JPA-flores
  • Pilot projects or assistance packages are implemented with the identified entrepreneurs and cooperatives.
  • Projects are nurtured to improve chances of success, and monitored to capture learning
  • Projects are designed to be sustainable and commercially viable, so they can support interest payments on capital, and can repay capital over time (which in turn can be rolled over into new projects)
